QMI TECHNICIAN

Purpose and Scope:

• To maintain, calibrate, troubleshoot and ensure that correct performance and accuracy of the various types of analyzers installed in the plant and laboratory.
• To perform preventive maintenance, repairs, calibration, troubleshooting and shutdown maintenance activities on various types of plant and laboratory analyzers.
• To comply with all company Health, Safety and Environment as well as work permit, policies and procedures.
• To prepare and maintain the required chemicals and support gases for the operation and calibration of the analyzers.
• To update equipment database with activity reports and maintenance information.
• To participate and contribute in the development & implementation of corrective actions to improve analyzer reliability, by working closely with the operations, crafts and support personnel.
• To assist to review proposals and specifications for new and modification of existing installations and provide recommendations.
• To maintain the analyzers to high levels of efficiency and accuracy of the analyzers at all the times, to ensure the lowest possible pollution levels and protection of the environment.
• To provide instruction to meet competency based training programs for UAE Nationalization.

MAXIMO COORDINATOR - RELIABILITY SECTION

Purpose and Scope:

• To provide support and training for the MAXIMO Computerized Maintenance Management System (CMMS), for planning, tracking and management of plant equipment maintenance activities.
• The Maximo End User Support Coordinator reports to the (Senior) Reliability Engineer. The MAXIMO system enables the recording, tracking and management of preventive, corrective and troubleshooting maintenance activities, as well as data on plans, schedules, reports, materials, and purchasing and contract information.
• To support full utilization of the Maximo CMMS system for planning and maintenance activities and related cost control features.
• To ensure data quality control of the MAXIMO system databases.
• To comply with all company Health, Safety and Environment as well as Work Permit, policies and procedures.
• To assist users in the methods for entering and configuring the data.
• To train users in the functions, application and operation of the MAXIMO System
• To train users in the functions and operation of other associated software such as Crystal Report Writer and MS Project.
• To provide on job training for MAXIMO end users and Basic Training for new users.
• To assist users in their day-to-day system queries, and advise on new developments and procedures.
• To maintain a list of users’ problems and provide solutions.
• To provide On Job Training to meet Competency Based Training programs for UAE Nationalization.
• To perform routine maintenance on the system static data, records and tables.
• To produce ad hoc information and design new reports as requested through the IT department.
• To audit the integrity of system data, and inform and advise users of system misuse and non-compliance.
• To maintain system security functions and issue passwords and user IDs.

Minimum Requirements:

• HCT D / equivalent, IT related
• Minimum 5 years experience in related field.

CUSTOMER CARE CENTER SECTION HEAD

Purpose and Scope:

• Develop a strategy for the customer care centre section function and its alignment with the overall organizational strategy
• Supervise the interaction of all Customer Care Representative to DoT customers with the products, services and fees provided by DoT.
• Develop a budget and prepare MIS for the customer care section in coordination with the Director – Customer Care.
• Develop policies, processes and system for delivering the highest level of quality and ensure alignment with Customer Care Section requirements.
• Ensure that all individual targets and KPIs (key Performance Indicators) are consistently met or exceeded, understanding the relevance and impact of those factors in the team’s overall performance.
• Determine training needs and identify training courses for individuals and teams in conjunction with Training team.
• Supervise and manage the performance of all Customer Care Representative ensuring that they meet the standard place by the Planning and Quality Section./

CUSTOMER CARE DIRECTOR

Purpose and Scope:

• Manage and review all the input from Internal customers, Directors, Managers and section heads  (complaints, praise and concerns) to help us identify better ways of providing the service.
• Determine quick-fixes to put immediate issues right and identify root causes of issues and put forward proposals to the management team for improving the system and service to ensure that a longer tem solution is provided.
• Manages and ensure that both an appropriate and adequate investigation takes place in all cases. This includes the recording of all communications between the various parties and all information taken into consideration.
• Ensure that all DoT Sectors / Divisions are provided with quality Customer Care functions
• Direct and manage the usage of all succession plans within DoT and ensure their adherence to the Succession Planning Framework prescribed by Executive Council
• Ensure that manpower requirements are properly forecasted and employees are attracted, maintained and motivated
• Manage and review the creation of the annual appraisal calendar and ensure that all appraisals are executed within the specified timeframe
• Oversee all actual expenditure of the Customer Care Division ensuring that expenses are kept within the limits of the budget
• Take full responsibility for the dealing with relevant customer complaints, queries and requests for information for the start to the end of the process.
• Communicating with people outside the organization, representing the organization to customers, the public, government, and other external sources. This information can be exchanged in person, in writing, or by telephone or e-mail.

ELECTRICAL CC TECHNICIAN

Purpose and Scope:

• Carries out under supervision, a variety of maintenance and repair work on various electrical equipment or systems.
• Isolation of Electrical Equipments up to 380 Volts and for 6.6 KV on specific instruction (if authorized).
• Receive instructions together with dimensional sketches and wring plants, inspect circuits or appliances and determine extent of work required and prepare and assemble tools, materials and measuring equipment.
• Under the guidance of a Senior Technician, diagnose wiring or equipment fault using various electrical measuring instrument, refereeing to wiring plans as necessary; locate cable fault and arrange for repair, checking and connection point are capable of withstanding capacity voltages.  Dismantle electrical equipment and replace or repair parts, test insulation and reassemble making proper internal and external connections.
• Carries out scheduled preventive and routine maintenance and functional tests on all electrical equipment in accordance with maintenance procedures.
• Reports completion of work to Sr. Technician/Supervisor and assist in final testing as instructed.
• Ensures that all regulatory and safety devices, such as fuses, circuit breakers, etc., are properly installed.  Strictly observe Company Electrical Procedures, Fire HSE regulations, ensuring areas are clearly marked and sealed off, and that the appropriate safety and work permits have been obtained.
• Maintains tools and equipment in a serviceable conditions, practice good house-keeping in the workshop and on sites.
• Ensures all maintenance activities are conducted within company standing instruction and procedures and good oil industry practices.

Minimum Requirements:

• Completion of Secondary Technical Education (12 years) with electrical option, plus direct vocational training (2 years).
• 3-4 Years experience in Electrical maintenance and repair work, preferably in large oil or petrochemical operation.
• Good Command of English language, written and spoken.

IT INSTRUCTOR

Purpose and Scope:

• Jobholder plays a major role in enhancing & improving the IT competency & performance of COMPANY trainees, & fulfill specific IT Training requirements, eg: Has overall responsibility for designing, developing, delivering & evaluating IT courses using different learning methods. Topics may include such items as IT fundamentals, Microsoft Office (Word, Excel, and PP), ITIL, etc.

Minimum Requirements:

• 2 Years + hands one experience in a non-academic setting (ie, Major company, O&G useful but not essential),
• Degree in computer science.
• Fluent English & Arabic.

PURCHASING SPECIALIST (Bilingual)

Purpose and Scope:

• Performs a variety of duties related to the procurement of plant machinery, equipment, engineering spare parts, materials, chemicals and additives from domestic and worldwide suppliers according to applicable Company procedures to meet Company requirements.
• Preparing commercial and assisting in technical bid analysis, providing techno-commercial recommendations for award and preparing purchase orders for further processing.

Minimum Requirements:

• B.Sc. in an engineering discipline or equivalent.
• Five (5) years experience in procurement of processing plant equipment   and materials, preferably in an oil/gas or petrochemical industry.
• (Bilingual) Very good communication skills in both English & Arabic.

HSE SPECIALIST

Purpose and Scope:

• Monitoring and reviewing safety engineering systems during facilities design, procurement, installation and commissioning

LIAISON ENGINEER

Purpose and Scope:

• Participates in technical evaluation of bids submitted for stock items to ascertain technical acceptability including quality assurance requirements consistent with buying descriptions and/or actual technical requirements.
• Analyzes Discrepancy Documents raised for wrong supply of stock items and identifies appropriate remedial actions.
• Reviews stock levels and determines appropriate reordering actions. Maintains appropriate records and provides information and statistical reports to Head of Department on inventory and material performance issues.
• Liaisons with other COMPANY Divisions, suppliers and manufacturers on procurement & materials control activities

Minimum Requirements:

• B.Sc. Degree in engineering and ability to understand engineering drawings, materials specifications, international standards, (e.g.. api ; ansi ; asme ; bs ; iso, etc.) and inventory control
• 6 years experience in Materials Management in the oil industry including 3 years experience in spare parts specifications / SPIRs Analysis and Control etc. Field experience in engineering projects, production and/or drilling operations is essential.

CONTRACTS OFFICER (FIELDS)

Purpose and Scope:

• Provides professional advice and assistance to Divisions/Departments on all matters related to development and administration of Contracts.
• Prepares a wide range of contracts, participates in contractors’ pre qualification and updating of contractors’ lists in conjunction with Vendors Management.
• Participates and plays active role in technical evaluation process, prepare all necessary documents and evaluation criteria sheets as directed by evaluation team leader. 
• Monitors expenditure against assigned contracts to ensure adherence to COMPANY's policies and standard procedures. Also, participates in negotiation and investigation of contractual claims/disputes and recommends their optimum settlement approach.

Minimum Requirements:

• B.Sc. Degree in Engineering or Business Administration degree.
• Six to eight (6-8) years experience in contract preparation and administration, preferably on the oil industry.
• Proficiency in spoken and written English Language, Arabic is a plus.
• Very Good knowledge of MS- Office applications including word, excel, power point and Project.

ROAD SAFETY ADVISOR

Purpose and Scope:

• To lead and manage corporate Road Safety Management System including:
• Development of corporate road safety strategies, procedures, systems and action plans
• Road crashes analysis and investigation
• Road safety education, training, publication and promotion
• Road safety projects, program development and implementation
• Internal and contractor road safety audits and inspections

INSTRUMENT CC SENIOR TECHNICIAN - SMP

Purpose and Scope:

• Undertake the maintenance, calibration and repair of process control and data acquisition equipment, excluding telesystems, in accordance with correct procedures and standards, and provide work direction to technicians.
• Draft work orders and obtain work permits, together with wiring plans and diagrams from supervisor, review  work and arrange for the necessary materials, tools and equipment to complete the task.
• Allocate work to assigned technician, ensure availability of materials and follow-up to ensure satisfactory completion. Participate in the diagnosis of fualts. Inspect and test completed work to ensure that it has been carried out in accordance with requirements and that equipment performs satisfactorily, prior to handing back to operating section.
• Install, maintain or repair, on site or in the workshop, a variety of electronic and pneumatic instrumentation.
• Test and calibrate repaired electronic and pneumatic instruments. Run diagnostic programmes for the data acquisition system and programmable logic controller to carry out software maintenance.
• Issue comprehensive daily activity reports outlining the cause of the fault, the nature of the work and the materials, labour and time taken to complete the task.
• Ensure that all tools and test equipment are kept in a clean and serviceable condition.
• To ensure adherence to HSE standards and guidelines in all areas of their work.
• Advises supervisor of spare parts and materials requirements.

Minimum Requirements:

• Completion of secondary technical education (12 years) plus 2 years advanced vocational education in instrumentation systems.
• 5 to 7 years experience in the maintenance, repair and calibration of a variety of electronic and pneumatic instrumentation, with a background in computer systems, 2 years of which in a Senior Technician position, preferably in the oil industry.
• Good command of English language, written and spoken.

TELECOM SYSTEM SR. TECHNICIAN

Purpose and Scope:

• Conduct installation, preventive maintenance, removal & reinstallation, repair and testing of one or more of the following systems as per work assignment.
• VHF, UHF, HF radio equipment.
• Power line carrier system
• Fiber optic system
• PA systems, Fax, paging systems.
• NDB, Meteo oceanographic systems & air/ground equipment.
• Voice recording systems.

• Remote terminal units (RTU5) that combine the functionality of a PLC with WiMAX and CIT microwave radio systems.
• Temporary gas detection systems for simultaneous operations at well head towers.

Minimum Requirements:

• Advanced vocational qualification (H NDIOND) or equivalent in Electronics & Telecommunications.
• 5 years varied experience in the installation, maintenance, repair and testing of modern VHF, UHF and HF radio equipment, microwave, multiplexers, specifically where used for data transmission and voice communication and microprocessor based remote terminal systems (RTU) in a Scada environment.

OR

• B.Sc. in relevant discipline plus 2 years of hands-on experience in relevant field.
• Work experience in a similar environment in the oil or petro-chemical industry is an advantage.

PLANNING & BUDGETING SPECIALIST (Bilingual)

Purpose and Scope:     

• Studies and interprets the impact on finances of various external factors, such as economic conditions, new legislation, and state and federal funding changes.
   
• Performs specific functions of financial analysis, forecasting, planning and analyses of forecasts and recommends for funding
• Participates in the preparation, development and monitoring of the departmental annual budget.
   
• Prepares cost analyses of projects or studies undertaken by the department to ensure adequate funding and appropriate allocation of resources

Purpose and Scope:

• Supervise the planning, development and conduct of assessment procedures in order to identify and evaluate individual or group training requirements for DoT employees, and the development of training plans based on these requirements

• Degree in Engineering discipline (Mechanical, Process, Electrical or Control Engineering) with an ability to work effectively in a multi discipline engineering environment.

• Expert knowledge of commissioning processes, and extensive practical experience in the construction, commissioning, and start up offshore oil and gas plants.

PROJECT CONTROL ENGINEER

Purpose and Scope:

• Carries out the preparation and finalization of project budgets, project planning and scheduling. Manages schedule and cost risk assessment sessions and develops risk simulation models to mitigate / monitor / manage project schedule & cost risks.
• Develops the Project Master Schedule for all the Projects of COMPANY covering all stages of the project life cycle etc. I.e. Conceptual, FEED, Detail Engineering, Procurement, Construction and Commissioning. Monitors the Cost & Schedule and reports on the performance for all Project Execution Division Managed Schemes.
• Supports Project Team in the finalization of the Project Strategy, Project execution, contract administration, evaluation of claims and close out reports.
• Carries out management reporting and liaison with Internal & External Auditors.

Minimum Requirements:

• B.Sc in Engineering or Equivalent.
• 10 Years experience in planning and scheduling of capital projects of which 7 years within the oil Industry.
• Very good knowledge of English.

SCHOLARSHIP COORDINATOR ( UAE NATIONAL)

Minimum Requirements:

• 1 year experience or fresh graduates.
• Good English knowledge.
• Training background.

MAINTENANCE DATA ENGINEER

Purpose and Scope:

• The “Maintenance Engineer (Data Management)’ function is a Business/Technical oriented role within the Maintenance System Support and the 3MS Project Teams who is fully conversant with the MAXIMO 4.11, 5.2 and  MXES database structures and is experienced in data collection and data migration methodology, functionality of all relevant MAXIMO Operations and Maintenance applications. The ME(DM) is required to analyze all major tables and identify any customizations done to version 4.11 and any future version and to be familiar with all relevant documentation, associated modifications and changes to the base applications.  In addition, the ME(DM)) will be required to:
• ·    Recommend the best method of customization removal and suggest alternative means of accomplishing Company’s Asset, Work and Supply Chain Management business requirements using standard functionality inherent in the base version of the MXES product. 
• ·    Provides support for the Maintenance Planning Units on Maintenance and operations related business
• ·    Provide support for 3MS Project Teams and other Senior Support Engineers and department Senior Operations Engineers related to the maintenance system and business as and when necessary.
• ·    Assist the DBA and Report Writer in analyzing and modifications to existing reports to meet the new Asset Management strategy. 
• ·    Assist in the development of standard SQL queries and new KPI reports that support and reflect the approved Operational & Maintenance and Supply Chain Management requirements

Minimum Requirements:

• Bachelors Degree in Computer science and current certification as an Oracle database administrator or equivalent in education and experience
• Total of six years of Oil & Gas Industry business experience.  Five years recent training in current technology subject, including expert knowledge of IT systems, relational database structure, major standard desktop PC software packages.

SENIOR CORROSION & MATERIALS ENGINEER

Purpose and Scope:

• The job holder must have broad focus on particular discipline problems, limited focus on multidisciplinary issues, Analytical and diagnosis involvement audit/inspection results.  A major part of this job is the liaison with other departments for logistical support and initiation of remedial action. The job holder will interact with external departments and contractors, recommend/promote various corrosion control/inspection techniques for relevant situations to optimize operations and enhance asset integrity, safety and cost effectiveness. Issues are to be discussed/ debated with supervision while incumbent will receive guidance and support from more senior professionals.
• Incumbent in this level will be expected to perform key tasks such as the following:
• ·          Implement Corrosion Control/Inspection programs, involving pre-commissioning/live equipment inspection. Recommend corrective action.
• ·          Define fitness for purpose and conformity to specifications
• آ·          Provide input to shutdown planning.
• ·          Ensure compliance to COMPANY safety procedures.          
• ·          Review and conduct surveys to ensure equipment and plant integrity.
• ·          Implement testing/inspection schedules to ascertain integrity and optimise costs. Liaise with other divisions for technical correctness and develop working relationships with line Managers
• ·          Participate in technical reviews, including new technology evaluation.

Minimum Requirements:

• A degree in relevant discipline and qualification in Corrosion/Inspection together with 5-8 years experience (3 years in a supervisory position) within oil and gas set up.
• The job holder at this level is required to have a good level of analytical and structured approach to resolving Corrosion/Inspection issues.
• This requires good knowledge of Operations policies, procedures and business practices together with skills in appropriate computer software, technical report writing and good English written / oral skills

MAINTENANCE OPTIMIZATION MANAGER

Purpose and Scope:

• Utilizes the corporate enterprise resource planning (ERP) system to synchronize maintenance scheduling of fields & terminal in order to minimize shutdown frequencies, improve reliability and optimize availability of equipment & facilities.
• Utilizes PIES system and SPARK model to synchronize fields' production activities in order to improve product availability.
• Collates fields' and terminal's balanced scorecards (BSC), develops the operation function's BSC and presents the same to operations management team; highlighting warnings/deviations and recommending corrective actions.
• Coordinates and ensures all fields trials requirements are carried out in line with company procedures.

Minimum Requirements:

• B.Sc. in Mechanical Engineering.
• International certification in Reliability Centered Maintenance or equivalent.
• 15 years in oil & gas industry (Field based).
• 8 to 10 years in a supervisory role.

SENIOR LAB ENGINEER

Purpose and Scope:

• Directs and plans the activities of assigned personnel in the mud and cement laboratory. Performs supervisory functions and exercises financial authority at the level established for the position.
•  Reviews and analyses work progress ensuring that the set procedures and programs are being executed efficiently. Anticipates work requirements and ensures that laboratory tests are done ahead of time for the operations execution.
• Coordinates with Mud & Cement Team Leaders in COMPANY'S the testing requirements to cover the drilling operations.
• Designs and recommends cement slurry formulation for use in primary and remedial cementation.
• Sets and recommends specification and standards for mud and cement additives. Performs necessary laboratory tests to confirm suitability of products for use in the operations. Ensure quality control of mud chemicals before delivery (pre-lifting check) to store/ rigs.
• Directs the experimental evaluation testing procedures and approves laboratory reports.
• Performs related studies on cement, mud and completion fluids and evaluates new products and techniques proposed by service companies to ensure acceptable standards.
• Attends the laboratory at irregular hours an on call basis to carry out testing/analysis of the Mud & Cement products to meet urgent operational requests.
• Ensures that he mud and cement laboratory is maintained in safe and efficient working order.
• Knows the Company Health, Safety and Environment Policy, Procedures, Regulations and Objectives as they relate to his area of responsibility. Ensures that work under his control is performed in a safe and environmentally sound manner. Conducts effective accident investigation and follow up. Implements specific Safety Management System Programme activities assigned to him.

Minimum Requirements:

• B.Sc degree in chemistry or related science / engineering discipline.
• 10 years experience in laboratory work related to Drilling & Work over operations of which at least 6 years in a supervisory position.
• Excellent knowledge of English.
