PLANNING & BUDGETING SPECIALIST (Bilingual)

Purpose and Scope:     

• Studies and interprets the impact on finances of various external factors, such as economic conditions, new legislation, and state and federal funding changes.
   
• Performs specific functions of financial analysis, forecasting, planning and analyses of forecasts and recommends for funding
• Participates in the preparation, development and monitoring of the departmental annual budget.
   
• Prepares cost analyses of projects or studies undertaken by the department to ensure adequate funding and appropriate allocation of resources
   
• Analyzes departmental expenditures and prepares reports thereon to provide accurate budget forecasts and to identify financial problems or issues to be addressed by superiors;

PERFORMANCE MANAGEMENT CONSULTANT (Bilingual)

Purpose and Scope:

• Supervise the planning, development and conduct of assessment procedures in order to identify and evaluate individual or group training requirements for DoT employees, and the development of training plans based on these requirements
• Coordinate with Executive Council to ensure that DoT’s performance management process functions are within the framework defined for all government departments in the Emirate of Abu Dhabi
• Ensure implementation of the yearly plan of Performance Management and performance review cycle.
• Supervise the development of communication material for employees on the general policies and procedures of the performance appraisal process including their dissemination to all DoT employees
• Raise awareness level of DoT managers as well as employee of the importance of Performance Management as well as best practices.
• Ensure a clear understanding of the government regulations in regard to the Educational Vacations and sponsorship programs.

Purpose and Scope:

• Supervise the  formulations of the strategic plans, objectives and programs for the Freight Division based on DoT’s overall Strategic Plan
• Perform the general functions of the Surface Transport Sector that include any forms of facilitation, research and benchmarking
• Supervise the Goods movement planning initiatives to fulfill the DoT strategic plan.
• Oversee the development of Abu Dhabi regional freight flows, customer markets and intermodal requirements in support of the planning initiatives and studies.
• Oversee the development of a long term Abu Dhabi regional goods movement plans.

Purpose and Scope:

• Develop  and design of Freight policies and strategies to improve the role of Division based on DoT’s overall Strategic Plan
• Analyze, develop, and articulate policies and regulations for economic issues in domestic and international freight transport in the Emirate of Abu Dhabi;
• Provide policy advice and recommendations on issues pertaining to regulations and freight service provisions
• Review economy related policies for Freight service to ensure that fair play is maintained and consumers (users of the services) are protected against any malpractices;
• Supervise coordination between Freight Policies and Freight Planning Section and Legal Division to ensure they adhere to regulatory framework of Abu Dhabi and UAE;
• Ensure regulations for Freight Division in Abu Dhabi are developed consistent with local and federal legislations and guidelines;
• Review existing Freight  related policies and regulations;

• Provide technical expertise in the planning of  the  multi-modal and integrated freight transport network/ systems in the Emirate of Abu Dhabi.
• Provide expert support in the instigation of the  feasibility and planning studies, up to concept design stage for major freight transport infrastructure project.
• Participate in the development of the long-range and integrated freight transport master plans encompassing multi-modal networks, facilities and supporting infrastructure.
• Provide technical expertise in the development freight policies and regulations proposals.
• Advise the division in determining the roles of public and private sectors in freight transport provision and management and freight transport industry ownership and structure.

• Oversee and review newly developed policies and ensure alignment of Freight Division plans with DoT’s overall Strategic Plan
• Review reports on Freight policies and initiatives against target standards;
• Review the incorporation of new technologies and applications in freight policies and strategies;
• Manage and review the development of  management reporting templates;
• Review and manage the development and design of policies and strategies to improve the role of freight division as the source of the economic growth and to enhance the freight role as the nations integrating agent;
• Review policy advice and recommendations on issues pertaining to economic regulations and freight service provisions

ROTATING MACHINERY ENGINEERING SECTION LEADER

Purpose and Scope:

• Provide technical input to the decision-making process for major/strategic decisions affecting the selection and procurement of major machinery equipment.
• To provide engineering excellencies to various projects and company assets to insure quality is being maintained.
• Provide technical advise during projects execution phases.
• Ensure technical standards are followed in the department/operation as appropriate to the discipline.
• Provide technical oversight of the major machinery selection and operation procedures to ensure compliance with integrity standards and business objectives.
• Specification and selection of various machinery equipment (pumps, turbines, compressors, seals, bearings, couplings etc) for procurement purposes.
• Participate in risk assessments, pre-start-up safety reviews, audits and perform other functions related to the technical safety of the asset's major machinery.
• Lead the rotating machinery engineering section and contribute to the technical development of its members, particularly the national engineers.
• The company technical authority for rotating machinery engineering and directly reporting to the mechanical engineering team leader.

Minimum Requirements:

• Degree in Mechanical Engineering.
• Minimum of 15 years experience in rotating machinery field. 5 years of which in the oil and gas industry focusing on rotating machinery activities. The experience shall cover operation support, engineering and projects activities.
• Should posses excellent communication, presentation, influencing, co-ordination and behavioral skills.
• Ability to handle technical challenges while being independent, creative and innovative.
• Should be competent in utilizing standard engineering as used in the industry.
• Ability to adjust to a multi-cultural environment.
• Ability to coach and develop national engineers.
• Should be fluent in English and have good computer literacy.

CONTROL TECHNICIAN (FIRE & GAS)

Purpose and Scope:

• Ensure and maintain the high availability of Fire & Gas system in Island by investigating, trouble shooting, rectifying faults and breakdown with in the shortest possible time.
• Ensure proper calibration of Fire & Gas device, and transmitters.
• Preventive maintenance checks on all Fire & Gas monitoring & detection systems belonging to Company on Island.

Minimum Requirements:

• Secondary technical certificate, plus 2 years of formal training in electrical, electronic or instrumentation technology related to Fire & Gas control systems.
• Good theoretical and practical knowledge on Fire & Gas system such as thorn 1700, RS Gent 2 to 8 zone fire panels, How modular rack fire & gas system addressable fire alarm systems, VESDA incipient smoke air sampling detection system & Hermis CCTV cameras and monitors.
• Four years practical experience in fault diagnoses, trouble shooting & maintenance of fire gas devices. Basic knowledge about communication protocols, Allen Bradley 5/20, 5/80 PLC & GE Fanuc 90-70 PLC, genius block systems experience will be advantageous.
• Good knowledge of computer software business packages.
• Good knowledge of written and spoken English.

SENIOR RESERVOIR ENGINEER

Purpose and Scope:

• Knowledge with International standards & specifications, mianly API standards related to wellhead equipment, OCTG, downhole completions; such as SC SSSVs, packers, liner hangers and cementing accessories.
• Premium and standard connections.
• Wellhead assembly stack-up.
• Familiar with coding specifications, eg; Shell standard MESC etc.
• Drilling experience essential.

Minimum Requirements:

• B.Sc in Engineering or Equivalent.
• 10 Years experience in planning and scheduling of capital projects of which 7 years within the oil Industry.
• Very good knowledge of English.

PROJECT CONTROL ENGINEER

Purpose and Scope:

• Carries out the preparation and finalization of project budgets, project planning and scheduling. Manages schedule and cost risk assessment sessions and develops risk simulation models to mitigate / monitor / manage project schedule & cost risks.
• Develops the Project Master Schedule for all the Projects of COMPANY covering all stages of the project life cycle etc. I.e. Conceptual, FEED, Detail Engineering, Procurement, Construction and Commissioning. Monitors the Cost & Schedule and reports on the performance for all Project Execution Division Managed Schemes.
• Supports Project Team in the finalization of the Project Strategy, Project execution, contract administration, evaluation of claims and close out reports.
• Carries out management reporting and liaison with Internal & External Auditors.

Minimum Requirements:

• B.Sc in Engineering or Equivalent.
• 10 Years experience in planning and scheduling of capital projects of which 7 years within the oil Industry.
• Very good knowledge of English.

SCHOLARSHIP COORDINATOR ( UAE NATIONAL)

Minimum Requirements:

• 1 year experience or fresh graduates.
• Good English knowledge.
• Training background.

MAINTENANCE DATA ENGINEER

Purpose and Scope:

• The “Maintenance Engineer (Data Management)’ function is a Business/Technical oriented role within the Maintenance System Support and the 3MS Project Teams who is fully conversant with the MAXIMO 4.11, 5.2 and  MXES database structures and is experienced in data collection and data migration methodology, functionality of all relevant MAXIMO Operations and Maintenance applications. The ME(DM) is required to analyze all major tables and identify any customizations done to version 4.11 and any future version and to be familiar with all relevant documentation, associated modifications and changes to the base applications.  In addition, the ME(DM)) will be required to:
• ·    Recommend the best method of customization removal and suggest alternative means of accomplishing Company’s Asset, Work and Supply Chain Management business requirements using standard functionality inherent in the base version of the MXES product. 
• ·    Provides support for the Maintenance Planning Units on Maintenance and operations related business
• ·    Provide support for 3MS Project Teams and other Senior Support Engineers and department Senior Operations Engineers related to the maintenance system and business as and when necessary.
• ·    Assist the DBA and Report Writer in analyzing and modifications to existing reports to meet the new Asset Management strategy. 
• ·    Assist in the development of standard SQL queries and new KPI reports that support and reflect the approved Operational & Maintenance and Supply Chain Management requirements

Minimum Requirements:

• Bachelors Degree in Computer science and current certification as an Oracle database administrator or equivalent in education and experience
• Total of six years of Oil & Gas Industry business experience.  Five years recent training in current technology subject, including expert knowledge of IT systems, relational database structure, major standard desktop PC software packages.
• Proficient in Oracle & Access Programming, Windows NT Server, Office 2000, 2003 or XP products. (Ms Excel, Ms Access, Ms Word, Ms PowerPoint, Ms exchange, internet explorer, etc.).

SENIOR CORROSION & MATERIALS ENGINEER

Purpose and Scope:

• The job holder must have broad focus on particular discipline problems, limited focus on multidisciplinary issues, Analytical and diagnosis involvement audit/inspection results.  A major part of this job is the liaison with other departments for logistical support and initiation of remedial action. The job holder will interact with external departments and contractors, recommend/promote various corrosion control/inspection techniques for relevant situations to optimize operations and enhance asset integrity, safety and cost effectiveness. Issues are to be discussed/ debated with supervision while incumbent will receive guidance and support from more senior professionals.
• Incumbent in this level will be expected to perform key tasks such as the following:
• ·          Implement Corrosion Control/Inspection programs, involving pre-commissioning/live equipment inspection. Recommend corrective action.
• ·          Define fitness for purpose and conformity to specifications
• آ·          Provide input to shutdown planning.
• ·          Ensure compliance to COMPANY safety procedures.          
• ·          Review and conduct surveys to ensure equipment and plant integrity.
• ·          Implement testing/inspection schedules to ascertain integrity and optimise costs. Liaise with other divisions for technical correctness and develop working relationships with line Managers
• ·          Participate in technical reviews, including new technology evaluation.

Minimum Requirements:

• A degree in relevant discipline and qualification in Corrosion/Inspection together with 5-8 years experience (3 years in a supervisory position) within oil and gas set up.
• The job holder at this level is required to have a good level of analytical and structured approach to resolving Corrosion/Inspection issues.
• This requires good knowledge of Operations policies, procedures and business practices together with skills in appropriate computer software, technical report writing and good English written / oral skills

MAINTENANCE OPTIMIZATION MANAGER

Purpose and Scope:

• Utilizes the corporate enterprise resource planning (ERP) system to synchronize maintenance scheduling of fields & terminal in order to minimize shutdown frequencies, improve reliability and optimize availability of equipment & facilities.
• Utilizes PIES system and SPARK model to synchronize fields' production activities in order to improve product availability.
• Collates fields' and terminal's balanced scorecards (BSC), develops the operation function's BSC and presents the same to operations management team; highlighting warnings/deviations and recommending corrective actions.
• Coordinates and ensures all fields trials requirements are carried out in line with company procedures.

Minimum Requirements:

• B.Sc. in Mechanical Engineering.
• International certification in Reliability Centered Maintenance or equivalent.
• 15 years in oil & gas industry (Field based).
• 8 to 10 years in a supervisory role.

SENIOR LAB ENGINEER

Purpose and Scope:

• Directs and plans the activities of assigned personnel in the mud and cement laboratory. Performs supervisory functions and exercises financial authority at the level established for the position.
•  Reviews and analyses work progress ensuring that the set procedures and programs are being executed efficiently. Anticipates work requirements and ensures that laboratory tests are done ahead of time for the operations execution.
• Coordinates with Mud & Cement Team Leaders in COMPANY'S the testing requirements to cover the drilling operations.
• Designs and recommends cement slurry formulation for use in primary and remedial cementation.
• Sets and recommends specification and standards for mud and cement additives. Performs necessary laboratory tests to confirm suitability of products for use in the operations. Ensure quality control of mud chemicals before delivery (pre-lifting check) to store/ rigs.
• Directs the experimental evaluation testing procedures and approves laboratory reports.
• Performs related studies on cement, mud and completion fluids and evaluates new products and techniques proposed by service companies to ensure acceptable standards.
• Attends the laboratory at irregular hours an on call basis to carry out testing/analysis of the Mud & Cement products to meet urgent operational requests.
• Ensures that he mud and cement laboratory is maintained in safe and efficient working order.
• Knows the Company Health, Safety and Environment Policy, Procedures, Regulations and Objectives as they relate to his area of responsibility. Ensures that work under his control is performed in a safe and environmentally sound manner. Conducts effective accident investigation and follow up. Implements specific Safety Management System Programme activities assigned to him.
